Welcome to the Dissemination Standards Bulletin Board of Directorate General of Budget, Accounting and Statistics, Executive Yuan, R. O. C. (DSBB/DGBAS).

The DSBB/DGBAS provides information on the real, fiscal, financial and external sectors of the Republic of China about the Special Data Dissemination Standard (SDDS), which was established by the International Monetary Fund (IMF) in 1996 to guide countries that have, or that might seek, access to international capital markets in the dissemination of economic and financial data to the public.

The Data: Coverage, Periodicity, and Timeliness
Coverage characteristics
5.1.1 Statistical presentation
  • The geographic coverage of the data is the whole nationwide territory.
  • Data are disseminated generally in millions of NT dollars on GDP at current prices and chained-dollars with year 2021 as the reference year.
  • The estimates are compiled in both the production and the expenditure approaches. GDP are disseminated by breakdowns as follows:
    • A breakdown by kind of economic activity into: agriculture, forestry, fishing and animal husbandry; mining and quarrying; manufacturing; electricity and gas supply; water supply and remediation activities; construction; wholesale and retail trade; transportation and storage; accommodation and food service activities; information and communication; finance and insurance activities; real estate activities; professional, scientific and technical activities; support service activities; public administration and defence, compulsory social security ; education; human health and social work activities; arts, entertainment and recreation; other service activities.
    • A breakdown by major expenditure categories as follows: private final consumption expenditure; government final consumption expenditure; gross fixed capital formation; changes in inventories ;and exports and imports of goods and services.
  • The data are based on the 2008 SNA.

A quarter-ahead advance release calendar showing the "no later than" release dates is published on the DGBAS website, which will be updated according to precise release dates five work days prior to the release.

  • All statistics collected, compiled and published by the DGBAS are governed by the Statistics Act and the Enforcement Rules.
  • The data on the national accounts are disseminated by the DGBAS as a service to the public.

The information in the press release is provided, under strict embargo, to the Premier, the Vice Premier and the Secretary-General on the morning before official release.

No ministerial commentary is released with these data. DGBAS provides its own analytical commentary with these data releases.

4.3.1 Revision schedule

Preliminary quarterly data are released in the following quarter, and revised in the next of the following quarter.

The first annual revision for a given year are released in November of the following year and the second revision will be released in November of the next of the following year.

Comprehensive revision will be released every 5 years.

A description of the methodology is published in the Appendix of "National Accounts Yearbook", available from the contact person.

4.2.1 Internal consistency

Quarterly national accounts are estimated independently from the production side and the expenditure side. This procedure enables cross-checks of both statistics. The results of the estimation are released after the discussion and examination of the National Accounts Statistics Evaluation Committee.

5.1.1 Statistical presentation
  • Data are disseminated as the total number of all employed persons, in thousands.
  • "Employed Persons" are defined as persons who, during the reference week, undertake a paid job or work 15 hours or more as unpaid family workers.
  • The data are compiled using information from the monthly Manpower Survey which covers the civilian non-institutional population 15 years and older. Each month about 20,000 household units are eligible for interview. The reference week for the survey is the calendar week (Sunday through Saturday) that includes the 15th day of the month. The data are published in both an unadjusted and a seasonally adjusted format.

  • The "Monthly Bulletin of Manpower Statistics" (e-book only) publishes the following data on employment situation for the latest month in Taiwan Area (Kinmen and Lienchiang Counties are excluded) : "Industry and Age of Employed Persons", "Industry and Class of Workers for Employed Persons", "Weekly Work Hours of Employed Persons", "Weekly Work Hours for Major Jobs of Employed Persons, by Industry", "Industry and Occupation of Employed Persons", "Occupation of Employed Persons, by Educational Attainment and Age", "Employed Persons, by Industry and Number of Employees in Establishment", "Employed Persons, by Occupation and Number of Employees in Establishment", "Employed Persons, by Class of Workers and Number of Employees in Establishment", etc.

  • Data are disseminated as levels (number of unemployed) and as a rate (defined as the proportion of the labor force which is unemployed).
  • "Unemployed Persons" are defined as all persons who had no employment during the reference week, were available for work and were actively seeking a job or were waiting for the results of past job seeking activity. Furthermore, those who waited for a recall after layoff or had a job offer but had not started to work with pay were also classified into this category.
  • The data are compiled using information from the monthly Manpower Survey which covers the civilian non-institutional population 15 years and older. Each month about 20,000 household units are eligible for interview. The reference week for the survey is the calendar week (Sunday through Saturday) that includes the 15th day of the month. 5.1.1 Statistical presentation
  • Data are disseminated on average monthly earnings in units of New Taiwan Dollars (NT$).
  • Earnings are defined as including remuneration for an employee during the month (including salary or wage, overtime payment, attendance and efficiency bonuses, living allowance, food and transportation allowance, year-end and seasonal bonuses), measured before any deductions for taxes and employee’s contribution to pension/insurance fund.
  • The data are based on a sample survey of non-farm industries. Approximately 10,800 establishments are selected, which covers about 1.0 percent of non-farm establishment and about 28.1 percent of the non-farm employment.
  • The data are published on both an unadjusted and a seasonal-adjusted basis.

0.1.1 Responsibility for collecting, processing, and disseminating statistics
  • The DGBAS collects and disseminates statistics under the authority of the Statistics Act (2018).
    • It is prohibited for anyone to evade, obstruct or refuse the enumerators conducting the Basic National Census and Survey or Designated Statistical Survey (Article 14 Paragraph 3).
    • The respondent of the statistical survey, whether an individual, a household, a business entity, an agency or a group, has the duty to provide truthful information in due time (Article 15).
    • The documents and data shall be kept confidentially and not be used for any purpose other than statistics, unless the respondent has given a written consent during the implementation of that statistical survey (Article 19 Paragraph 2).

4.3.1 Revision schedule
  • The data are released 10th day of each month. The data are revised to reflect late reports and corrections received from respondents at next month.
  • The survey is conducted in accordance with the 10th revision of the Statistics Industrial Classification System of the Republic of China. And the estimates are adjusted with the number of employees obtained from the latest Industry and Service Census. In principle the benchmark adjustments are made once five years.

5.1.1 Statistical presentation
  • The Consumer Price Index (CPI) is a Laspeyres index(2021=100)covering the whole national territory to measure the price movements of goods and services purchased by households for consumption purpose.
  • The CPI covers 368 representative goods or services. Item prices are collected monthly in 17 cities or counties. Approximately 25,000 samples are obtained each month, and the quotes are obtained mostly by personal interview.
  • The weights are based on the 2021 Household Final Consumption Expenditure of National Income, and will be updated annually.
  • Seasonally adjusted and unadjusted indices are simultaneously provided.

5.1.1 Statistical presentation
  • The Wholesale Price Index (WPI) is a Laspeyres index(2016=100), measuring the average changes of selling prices received by producers for their outputs, such as raw materials, semi-finished products and finished products. The WPI comprises the Domestic Wholesale Price Index (DWPI), Import Price Index (IPI) and Export Price Index (EPI).
  • The WPI covers 1,195 items: DWPI covers 596 items, IPI covers 304 items and EPI covers 295 items. Most of the prices are collected through a monthly mail survey or Internet Reporting System. The designated companies report the actual selling prices of selected commodities with the same specifications (in principle, price after adjustment for rebate, tax, shipment, etc.) around the 20th of each month.
  • The weights of DWPI manufacturers are obtained from the Industrial Production Statistics, National Income Statistics and data provided by relative associations that are gathered in 2019. For non-manufacturers (Agriculture, Forestry, Fishing, Water Supply, etc.), the weights are referred to the Year books of Agriculture, Forestry, Fishing, Water Supply and Electricity. The weights of IPI and EPI are based on the customs-clearing values of import goods of 2019 in Taiwan Area, including re-imports. The values of import (export) items not sampled are being added proportionally to that of surveyed items similar in attributes and price trends.
  • The indices as a whole are normally re-based about five years and the weights are changed every 2-3 years.
  • Seasonally adjusted and unadjusted indices are provided.
