The Data: Coverage, Periodicity, and Timeliness
Coverage characteristics
5.1.1 Statistical presentation
  • Data are disseminated as levels (number of unemployed) and as a rate (defined as the proportion of the labor force which is unemployed).
  • "Unemployed Persons" are defined as all persons who had no employment during the reference week, were available for work and were actively seeking a job or were waiting for the results of past job seeking activity. Furthermore, those who waited for a recall after layoff or had a job offer but had not started to work with pay were also classified into this category.
  • The data are compiled using information from the monthly Manpower Survey which covers the civilian non-institutional population 15 years and older. Each month about 20,000 household units are eligible for interview. The reference week for the survey is the calendar week (Sunday through Saturday) that includes the 15th day of the month. The data are published in both an unadjusted and a seasonally adjusted format.

5.1.4 Simultaneous release

No information is released prior to the official release. Department of Census releases the data to the public at 4:00 p.m. of the release day, and then holds a press conference. The data are simultaneously posted on the following Internet Website.

0.1.1 Responsibility for collecting, processing, and disseminating statistics
  • Manpower Survey conducted by Department of Census is one of the Designated Surveys governed by the Statistics Act of June 20, 2018. Under the enforcement Rules, Department of Census cannot publish, or otherwise make available to any individual or organization, statistics that would enable the identification of data for any individual person or entity.
  • The Statistics Act is reproduced on the Statistics Department's Internet Website.

1.2.2 Internal governmental access to statistics prior to release

The information in the press release is provided, under strict embargo, to the Premier, the Vice Premier and the Secretary-General on the morning before official release.

1.2.3 Attribution of statistical products

No ministerial commentary is attached to the release of the data. DGBAS provides its own analytical commentary with these data releases.

Provision of information about revision and advance notice of major changes in methodology
4.3.1 Revision schedule

The non-seasonally adjusted data are final and are not subject to revision. The seasonally adjusted monthly data for the previous years are revised at the time that the data for January are released.

5.2.1 Dissemination of documentation on concepts, scope, classifications, basis of recording, data sources, and statistical techniques

The "Yearbook of Manpower Survey Statistics" publishes information on the outline, the questionnaire and more detailed information of the survey such as sampling scheme, estimation method, errors in estimation, and etc.

4.2.2 Temporal consistency
  • The "Monthly Bulletin of Manpower Statistics" (e-book only) publishes the following data on unemployment situation for the latest month in Taiwan Area (Kinmen and Lienchiang Counties are excluded) : "Unemployed Persons, by Reason Why in Unemployment, Job Seeking Method Used and Duration of Unemployment ", " Unemployed Persons, by Sex, Age, Educational Attainment and Duration of Unemployment", "Jobseekers by Job Seeking Method and Type", "Unemployed Persons with Job Seeking Experience, by Previous Job's Industry, Occupation and Class of Workers", etc.
  • The "Yearbook of Manpower Survey Statistics" publishes more detailed annual employment data.
