The ROC's statistical system is a harmonized system, which combines the advantages of centralized and decentralized systems. Statistical systems generally consist of centralized, decentralized, and harmonized systems in every country. Systems in which statistical matters are handled primarily by one agency, where other agencies only play an assisting role, are known as centralized systems; examples of countries include Canada, Australia, and the Netherlands. Systems in which statistical matters are handled by each agency, and the central government has established a general coordinating organization to avoid repeated or omitted work, are known as decentralized systems; examples include the US and Japan. Systems in which statistical matters are planned and managed by a highest agency, but are handled by each agency, are known as harmonized systems or compromise systems; examples include Taiwan and Thailand.
