What is the scope of the Industry and Service Census?

1.Those units who engage in industrial and commercial economic activities:

As of the census reference date, all enterprises and establishments engaging in mining and quarrying, manufacturing, electricity and gas supply, water supply and remediation activities, construction, wholesale and retail trade, transportation and storage, accommodation and food service activities, information and communication, finance and insurance (excluding trusts, funds, and other financial vehicles, pension funding), real estate, professional, specialized scientific and technical services (excluding scientific research and development) support services, compulsory social security, education (only including other education and educational support activities), human health and social work services (healthcare exclude clinics without outpatient services; social services exclude other residential care services organizations, those not categorized as child nurseries, elderly day care and residential service organizations, and disabled day care services), arts, entertainment, and recreation (excluding artistic creations, individual performers in the performing arts industry, libraries, archives, museums and similar organizations, botanical gardens, zoos, and natural ecology protection organizations without any business functions), and other services (excluding activities of membership organizations, and household services).

2.Units with fixed business premises and equipments:

Regardless of whether they are public or private, or whether they are corporate organizations or non-corporate organizations, or whether they are registered or not, as long as they have fixed business premises and operation equipments, those industrial and commercial units are all within the scope of this census.
