What are " discouraged workers " ?

Among those who wish to work and cannot find work but can begin work at any time, so-called "discouraged workers" refer to persons who have sought work during the past year but felt that there were no job opportunities, or could not find appropriate job opportunities due to lack of qualifications, and have given up seeking work. According to the results of the Human Resources Survey, there were 32,000 discouraged workers in May 2016, and these persons accounted for 0.39% of the potential labor force (i.e., the non-labor force minus the elderly and disabled).
