Why the government still needs to conduct the Population and Housing Census when it already had household registration data, the real estate registration management system and the land administration information system?
1. The household registration system and conscription information system of the Ministry of the Interior are well developed and provided just in time population statistics, however the data are based on the household registration which cannot reflect the actual usually living status of the population, such as migration status and family formation due to studying, working or going abroad.
2. The real estate registration management system and the land administration information system of the Ministry of the Interior are also well developed and provided just in time housing statistics, however the data cannot reflect the real housing status, including the number of persons in a household, average floor area per person and the number of vacant housing units.
3. The goal of the census is to gain an understanding of the quantity and characteristics of the resident population and the household as well as family formation, studying and working, and housing usage. The information derived from this census is provided to the government as a major basis for the implement of national policies and infrastructure development as well as to the academic organizations and private groups to make research on the demographic and housing related issues. The census statistics can further be compared with the results of censuses of other countries, allowing mutual understanding of demographic trends in different countries and enhancing international cooperation.
