The CPI in March 2026 fell 0.51% from the preceding month, and increased 1.20% compared with the same month of 2025. The PPI rose 3.59% from the preceding month, and rose 2.53% compared with the same month of 2025. The IPI on USD basis rose 4.68% from the preceding month, and rose 8.53% compared with the same month of 2025. The EPI on USD basis rose 3.43% from the preceding month, and rose 12.70% compared with the same month of 2025.

Total employment decreased by 5,000(-0.05%) in February to 11,644,000; however, it increased by 28,000(+0.24%) when compared with that of the previous year.

The unemployment rate rose by 0.03 percentage points to 3.32 percent in February; the seasonally adjusted unemployment rate declined by 0.03 percentage points to 3.33 percent.  Furthermore, the LU1 to LU4 indicators were 3.36 percent, 4.35 percent, 4.36 percent and 5.35 percent, respectively, representing increases of 0.05, 0.03, 0.01 and 0.01 percentage points.  The number of unemployed persons was 400,000 in February, an increase of 4,000(+0.87%), but a decrease of 2,000(-0.45%) from the previous month and that of the previous year, respectively.

Labor force participation rate declined by 0.02 percentage points to 59.59 percent in February; however, it rose by 0.26 percentage points from that of the previous year.

i.In January, the average regular earnings of full-time employees with Taiwan nationality was NT$51,676, increased monthly by 0.77% and increased yearly by 3.03%. The irregular earnings was NT$29,586. The average total earnings was NT$81,262, because some companies paid the year-end and performance bonuses this month, increased monthly by 22.44%; furthermore, for the upcoming Lunar New Year (which was in January last year, but February this year), the companies mainly paid the year-end and performance bonuses in January last year, but January and February this year, and the average total earnings decreased yearly by 31.27%. The median regular earnings was NT$41,010, increased monthly by 1.60% and increased yearly by 2.83%.

ii.In January, the average regular earnings of all employees (including full-time and part-time employees with Taiwan nationality and foreigners) was NT$48,819, increased monthly by 0.84% and increased yearly by 2.90%. The irregular earnings was NT$27,676. The average total earnings was NT$76,495, increased monthly by 22.47% and decreased yearly by 30.91%. The median regular earnings was NT$39,136, increased monthly by 0.66% and increased yearly by 2.61%.

iii.In January, the average regular earnings of part-time employees was NT$21,013, increased monthly by 0.57% and increased yearly by 3.88%. The average total earnings was NT$23,284, increased monthly by 5.59% and decreased yearly by 4.51%. The median regular earnings was NT$16,448, increased monthly by 2.56% and increased yearly by 3.85%.

iv.At the end of January, the total payroll employees were 8,582 thousand, increased monthly by 15 thousand (or 0.18%).

The CPI in February 2026 increased 0.64% from the preceding month, and increased 1.75% compared with the same month of 2025. The PPI rose 0.74% from the preceding month, and fell 1.07% compared with the same month of 2025. The IPI on USD basis rose 2.44% from the preceding month, and rose 3.08% compared with the same month of 2025. The EPI on USD basis rose 1.93% from the preceding month, and rose 8.03% compared with the same month of 2025.

Total employment increased by 4,000(+0.04%) in January to 11,649,000; moreover, it increased by 30,000(+0.26%) when compared with that of the previous year.

The unemployment rate declined by 0.01 percentage points to 3.29 percent in January; the seasonally adjusted unemployment rate remained at 3.36 percent.   Furthermore, the LU1 to LU4 indicators were 3.31 percent, 4.32 percent, 4.35 percent and 5.34 percent, respectively, representing decreases of 0.04, 0.09, 0.08 and 0.13 percentage points.  The number of unemployed persons was 396,000 in January, a decrease of 2,000(-0.33%) but remained broadly unchanged (+0.06%) from the previous month and that of the previous year, respectively.

Labor force participation rate rose by 0.02 percentage points to 59.61 percent in January; moreover, it rose by 0.30 percentage points from that of the previous year.

February 13, 2026　 In 2025Q4, Taiwan’s real gross domestic product (GDP) grew by 12.65% from the same quarter of the previous year according to the latest preliminary estimate. For the whole 2025, the economic growth rate was 8.68%. Meanwhile, the real GDP is projected to grow by 7.71% in 2026.


Preliminary Estimate of Real GDP in 2025Q4 and 2025

        

       The real GDP increased by 23.55% on a quarter-on-quarter, seasonally-adjusted annualized basis (saar) in 2025Q4, and expanded by 12.65% on a year-on-year basis (yoy, all growth rates hereafter are on the same basis), 0.03 percentage point lower than the advance estimate.

        Meanwhile, the economic growth rate of 2025Q3 has been revised to 8.42% (formerly 8.21%). For the whole 2025, real GDP grew by 8.68%.

        On the demand side, due to stronger-than-expected external demand driven by emerging technologies, such as artificial intelligence (AI), real exports of goods and services grew by 38.81%. Imports also grew by 24.59%.

        In addition, real private final consumption grew by 3.45% in 2025Q4, mainly driven by expenditures such as information and communication, entertainment, transport and outbound tourism, as well as the securities transaction fees caused by the stock market boom.

        Regarding gross capital formation, investments in machinery equipment and intellectual property products increased. However, investments in construction and transport equipment slightly contracted. Combining the reduction of inventory, real gross capital formation declined by 3.39%.

        On the production side, the manufacturing sector grew by 24.68% in 2025Q4, following the 13.01% increase in the previous quarter, mainly due to the output expansion of semiconductors, computers, electronics and optical products.

        The wholesale and retail trade sector increased by 10.84%, after the expansion of 6.64% in the previous quarter.

        The transportation and storage sector grew by 4.50% in 2025Q4, due to the growing demand for air freight transportation.

        The financial and insurance sector increased by 8.82% in 2025Q4, following the 5.98% growth in the previous quarter.


Outlook for 2026

        The United States announced reciprocal tariffs in April last year and subsequently planned to impose tariffs exceeding 100% on semiconductors and related products—which account for over 70% of Taiwan’s exports, with one-third destined for the U.S. As these measures could be implemented at any time, DGBAS adopted the most conservative export forecasts last year. However, Taiwan reached a favorable trade agreement with the U.S. in mid-January this year, under which Taiwan obtained the most preferential tariff treatment under Section 232 for semiconductors and their derivative products, with zero tariffs within quota limits. This has eliminated tariff uncertainties for Taiwan’s AI-related products exported to the U.S. In addition, major cloud service providers (CSPs) have significantly expanded their AI-related capital expenditures, driving increasingly robust demand for Taiwan’s semiconductor and ICT products. The leading semiconductor manufacturers are accelerating the construction of fabs in Taiwan or optimizing cross-process capacity to increase output of high-end products. Related outsourced semiconductor assembly and test (OSAT) and memory firms are also raising domestic capital expenditures in response to market demand. These factors, combined with rising prices driven by tight supply and demand conditions for related products, are expected to further expand exports. Furthermore, reciprocal tariff rates on Taiwanese goods were reduced to 15% and exempted from stacking with preexisting most-favored-nation (MFN) tariffs, while preferential Section 232 tariff treatment was granted for automotive parts and other products. These measures help enhance the export competitiveness of traditional industries. The booming development of AI is driving broad and sustained structural growth in Taiwan’s exports. In aggregate with services exports, real exports of goods and services will grow by 12.68% in 2026.

        Real private consumption is projected to grow by 2.51%, supported by robust corporate earnings leading to wage increases and higher dividend payouts, the wealth effect stemming from the rising stock market, and booming outbound tourism.

        Real private fixed capital formation is anticipated to continue increasing by 4.24%, building on the high base of 10.81% growth last year. Although the leading semiconductor manufacturers have invested in building fabs in the U.S., Japan, and Germany since 2021, strong demand for AI infrastructure-related hardware remains robust and continues to far exceed production capacity. As a result, the companies continue to increase and accelerate investments to expand capacity in advanced processes and packaging technologies. Related supply chain companies are also actively expanding capacity to meet demand. In addition, the firms continue to scale up their investments in R&D, while airlines are also expanding fleets. These factors are expected to continue driving investment growth. However, a subdued housing market will temper part of the growth momentum.

        Combining the above components as well as the public sector, Taiwan’s real GDP is projected to grow by 7.71% in 2026, revised upward by 4.17 percentage points from the previous forecast.

        The Consumer Price Index (CPI) will increase 1.68%, revised upward by 0.07 percentage point. Prices for vegetables and fruits are stable recently, and growth in service prices has also stayed steady. However, oil prices have edged up slightly, and prices of food away from home as well as residential rents continue to rise.

The median monthly regular earnings was NT$39,890, increased yearly by 3.09%. The average annual total earnings was NT$806,448, increased yearly by 3.89%.

ii.In December, the average regular earnings of all employees (including full-time and part-time employees with Taiwan nationality and foreigners) was NT$48,400, increased monthly by 0.54% and increased yearly by 3.06%. The irregular earnings was NT$14,092. The average total earnings was NT$62,492, increased monthly by 7.44% and increased yearly by 2.11%. The median regular earnings was NT$38,861, increased monthly by 0.35% and increased yearly by 3.09%. In 2025, the average monthly regular earnings was NT$47,884, increased yearly by 3.09%. The median monthly regular earnings was NT$38,406, increased yearly by 3.03%. The average annual total earnings was NT$760,632, increased yearly by 3.91%.

iii.In December, the average regular earnings of part-time employees was NT$20,940, increased monthly by 2.84% and increased yearly by 3.37%. The average total earnings was NT$22,047, increased monthly by 4.52% and increased yearly by 4.06%. The median regular earnings was NT$15,974, increased monthly by 1.53% and increased yearly by 3.71%. In 2025, the average monthly regular earnings was NT$20,612, increased yearly by 2.36%. The unemployment rate declined by 0.03 percentage points to 3.30 percent in December; the seasonally adjusted unemployment rate remained at 3.35 percent; the 4 weeks unemployment rate also declined by 0.02 percentage points to 3.35 percent.  The number of unemployed persons was 398,000 in December, a decrease of 3,000(-0.80%) and 1,000(-0.32%) from the previous month and that of the previous year, respectively.

Labor force participation rate rose by 0.02 percentage points to 59.59 percent in December; moreover, it rose by 0.29 percentage points from that of the previous year.

NOTE: 4 weeks unemployment rate was compiled by the ILO definition of looking for a job in the past 4 weeks including the reference week.

Total employment increased by 4,000(+0.04%) in November to 11,639,000; moreover, it increased by 33,000(+0.29%) when compared with that of the previous year.

The unemployment rate declined by 0.03 percentage points to 3.33 percent in November; however, the seasonally adjusted unemployment rate rose by 0.02 percentage points to 3.35 percent; the 4 weeks unemployment rate declined by 0.02 percentage points to 3.37 percent. The number of unemployed persons was 401,000 in November, a decrease of 3,000(-0.86%) and 2,000(-0.59%) from the previous month and that of the previous year, respectively.

Labor force participation rate rose by 0.03 percentage points to 59.57 percent in November; moreover, it rose by 0.28 percentage points from that of the previous year.

NOTE: 4 weeks unemployment rate was compiled by the ILO definition of looking for a job in the past 4 weeks including the reference week.

i.In October, the average regular earnings of full-time employees with Taiwan nationality was NT$51,107, increased monthly by 0.36% and increased yearly by 3.93%. The irregular earnings was NT$9,568. The average total earnings was NT$60,675, decreased monthly by 0.41% and increased yearly by 7.40%. The median regular earnings was NT$40,219, increased monthly by 0.38% and increased yearly by 4.17%.

ii.In October, the average regular earnings of all employees (including full-time and part-time employees with Taiwan nationality and foreigners) was NT$48,252, increased monthly by 0.27% and increased yearly by 3.80%. The irregular earnings was NT$8,971. The average total earnings was NT$57,223, decreased monthly by 0.52% and increased yearly by 7.38%. The median regular earnings was NT$38,743, increased monthly by 0.21% and increased yearly by 3.99%. 

iii.In October, the average regular earnings of part-time employees was NT$20,313, decreased monthly by 1.81% and increased yearly by 4.28%. The average total earnings was NT$21,812, increased monthly by 0.81% and increased yearly by 7.08%. The median regular earnings was NT$15,450, decreased monthly by 3.01% and increased yearly by 4.61%.

iv.At the end of October, the total payroll employees were 8,552 thousand, increased monthly by 5 thousand (or 0.06%).

The CPI in November 2025 decreased 0.14% from the preceding month, and increased 1.23% compared with the same month of 2024. The PPI increased 0.90% from the preceding month, and fell 2.80% compared with the same month of 2024. The IPI on USD basis increased 0.10% from the preceding month, and fell 0.80% compared with the same month of 2024. The EPI on USD basis increased 0.65% from the preceding month, and rose 1.77% compared with the same month of 2024.

November 28, 2025　 For the third quarter of 2025, Taiwan’s real gross domestic product (GDP) grew by 8.21% from the same period of previous year according to the latest preliminary estimate. Furthermore, the real GDP is predicted to grow 7.37% and 3.54% in 2025 and 2026, respectively.


Preliminary Estimate of Real GDP in 2025Q3

The real GDP grew by 7.02% on a quarter-on-quarter, seasonally-adjusted annualized basis (saar) and expanded by 8.21% on a year-on-year basis (yoy, all growth rates hereafter are on the same basis) in 2025Q3, 0.57 percentage point higher than the advance estimate.

Meanwhile, the economic growth rates of 2025Q1 and Q2 have been revised to 5.54% and 7.71% (formerly 5.45% and 8.01%).

On the demand side, due to stronger-than-expected external demand driven by emerging technologies such as artificial intelligence (AI), and the pull-in effect for new consumer electronics products, real exports of goods and services grew by 31.95%. Imports also grew by 26.09%.

Real private final consumption expanded by 1.19% in 2025Q3, mainly driven by expenditures such as information and communication, entertainment and securities transaction fees, as well as the flourishing outbound tourism.

Regarding gross capital formation, investment in machinery equipment, intellectual property products and construction increased. However, investment in transportation equipment decreased. Combining inventory changes, real gross capital formation expanded by 0.16%.

On the production side, the manufacturing sector grew by 13.44% in 2025Q3, mainly due to the output expansion of semiconductors, computers, electronics and optical products.

The wholesale and retail trade sector increased by 6.66%, after the expansion of 6.00% in the previous quarter.

The transportation and storage sector grew by 2.02% in 2025Q3, following the 1.10% growth in the previous quarter.

The financial and insurance sector increased by 5.85% in 2025Q3, following the 1.39% growth in the previous quarter.

Revision for the 2023 and 2024 National Accounts

Base on the newly available source data, DGBAS released the annual revision of the 2023 and 2024 national accounts. The yearly GDP growth rates have been revised to 1.08% (original 1.12%) for 2023 and 5.27% (4.84%) for 2024.

Forecast for 2025

The rapid expansion of AI applications has been prompting major cloud service providers (CSPs) to accelerate the build-out of AI infrastructure. In addition, the U.S. has postponed semiconductor-related tariffs, as well as demand for consumer electronics has been recovering. These factors have significantly boosted Taiwan’s exports of electronic components and ICT products, where Taiwan maintains strong competitive advantages. However, the export momentum of certain traditional products continues to be constrained by global overcapacity. In aggregate with services exports, real exports of goods and services will grow by 31.14% in 2025.

Real private consumption is projected to grow by 1.50%. The government’s universal cash handout and reducing commodity tax are expected to boost consumer momentum. 

Real private fixed capital formation is anticipated to increase by 9.98%. The leading domestic semiconductor firms and their supply-chain partners are accelerating the expansion of their capacity in advanced process and packaging technologies. The firms have also been scaling up their investments in R&D. However, a cooling housing market will temper part of the growth momentum.

Combining the above components as well as the public sector, Taiwan’s real GDP is projected to grow by 7.37% in 2025, revised upward by 2.92 percentage points from the previous forecast.

The Consumer Price Index (CPI) will increase 1.67%, revised downward by 0.09 percentage point. The prices of food away from home and residential rents continue to rise, and electricity price was raised in October. However, the recent price of vegetables and fruits has fallen compared with 2024, the declining oil prices and the appreciation of the New Taiwan dollar against the U.S. dollar are expected to ease inflationary pressures.

Outlook for 2026

Due to continued high uncertainty surrounding tariff policies, the IMF projects global trade volume to grow by 2.3% in 2026, down from 3.6% in 2025. Nevertheless, the long-term momentum in AI technologies and related applications is becoming increasingly entrenched, and several national governments are actively promoting sovereign AI. This expansion is fueling strong and sustained demand for related hardware, for which Taiwan’s domestic industrial supply chains are highly comprehensive and competitive. Meanwhile, advanced semiconductor manufacturing capacity is gradually coming online. These factors will help sustain growth momentum in exports and investment. Combining the contribution from other domestic sectors, real GDP will grow by 3.54% in 2026. The consumer price inflation will moderate to 1.61%.

iii.In September, the average regular earnings of part-time employees was NT$20,739, decreased monthly by 2.26% and increased yearly by 5.00%. The average total earnings was NT$21,647, decreased monthly by 2.73% and increased yearly by 4.70%. The median regular earnings was NT$15,721, decreased monthly by 3.51% and increased yearly by 5.37%.

iv.At the end of September, the total payroll employees were 8,547 thousand, increased monthly by 2 thousand (or 0.02%).

The unemployment rate rose by 0.05 percentage points to 3.45 percent in August; the seasonally adjusted unemployment rate rose by 0.02 percentage points to 3.35 percent; moreover, the 4 weeks unemployment rate rose by 0.03 percentage points to 3.47 percent. The number of unemployed persons was 415,000 in August, an increase of 6,000(+1.52%) but a decrease of 4,000(-0.82%) from the previous month and that of the previous year, respectively.

Labor force participation rate rose by 0.07 percentage points to 59.58 percent in August; moreover, it rose by 0.16 percentage points from that of the previous year.

i.In July, the average regular earnings of full-time employees with Taiwan nationality was NT$50,670, increased monthly by 0.24% and increased yearly by 2.98%. The irregular earnings was NT$18,418. The average total earnings was NT$69,088, increased monthly by 15.13% and increased yearly by 5.21%. The median regular earnings was NT$39,798, increased monthly by 0.20% and increased yearly by 2.56%.

ii.In July, the average regular earnings of all employees (including full-time and part-time employees with Taiwan nationality and foreigners) was NT$47,891, increased monthly by 0.15% and increased yearly by 2.89%. The irregular earnings was NT$17,692. The average total earnings was NT$65,583, increased monthly by 15.92% and increased yearly by 5.48%. The median regular earnings was NT$38,291, increased monthly by 0.09% and increased yearly by 2.46%. 

iii.In July, the average regular earnings of part-time employees was NT$20,644, decreased monthly by 0.52% and increased yearly by 2.15%. The average total earnings was NT$21,448, increased monthly by 0.12% and increased yearly by 2.44%. The median regular earnings was NT$15,782, increased monthly by 0.30% and increased yearly by 0.58%.

iv.At the end of July, the total payroll employees were 8,540 thousand, increased monthly by 40 thousand (or 0.46%).

The CPI in August 2025 increased 0.46% from the preceding month, and increased 1.60% compared with the same month of 2024. The PPI rose 1.75% from the preceding month, and fell 4.98% compared with the same month of 2024. The IPI on USD basis fell 0.42% from the preceding month, and fell 2.21% compared with the same month of 2024. The EPI on USD basis fell 0.42% from the preceding month, and fell 0.46% compared with the same month of 2024.

Total employment increased by 21,000(+0.18%) in July to 11,638,000; moreover, it increased by 27,000(+0.23%) when compared with that of the previous year.

The unemployment rate rose by 0.04 percentage points to 3.40 percent in July; in contrast, the seasonally adjusted unemployment rate declined by 0.01 percentage points to 3.33 percent; the 4 weeks unemployment rate rose by 0.03 percentage points to 3.44 percent.  The number of unemployed persons was 409,000 in July, an increase of 5,000(+1.39%) but a decrease of 6,000(-1.34%) from the previous month and that of the previous year, respectively.

Labor force participation rate rose by 0.13 percentage points to 59.51 percent in July; moreover, it also rose by 0.11 percentage points from that of the previous year.

NOTE: 4 weeks unemployment rate was compiled by the ILO definition of looking for a job in the past 4 weeks including the reference week.

August 15, 2025　 For the second quarter of 2025, Taiwan’s real gross domestic product (GDP) grew by 8.01% from the same period of previous year according to the latest preliminary estimate, and the growth rate of 2025Q1 has been revised to 5.45%. Furthermore, the real GDP is predicted to grow 4.45% and 2.81% in 2025 and 2026, respectively.

Preliminary Estimate of Real GDP in 2025Q2

The real GDP grew by 12.78% on a quarter-on-quarter, seasonally-adjusted annualized basis (saar) and expanded by 8.01% on a year-on-year basis (yoy, all growth rates hereafter are on the same basis) in 2025Q2, 0.05 percentage point higher than the advance estimate.

Meanwhile, the economic growth rate of 2025Q1 has been revised to 5.45% (formerly 5.48%).

On the demand side, real private final consumption expanded by 0.49% in 2025Q2, mainly driven by expenditures on food and beverages and services such as entertainment and transportation.

Driven by strong demand for artificial intelligence (AI) and emerging technologies, real exports of goods and services grew by 35.02%. Imports also grew by 31.29%.

Regarding gross capital formation, investments in machinery equipment, construction, transportation equipment and intellectual property products increased. Combining inventory changes, real gross capital formation expanded by 4.87%.

On the production side, the manufacturing sector grew by 17.24% in 2025Q2, following the 10.18% increase in the previous quarter, mainly due to the output expansion of semiconductors, computers, electronics and optical products.

The wholesale and retail trade sector increased by 6.07%, following the expansion of 3.32% in the previous quarter.

The transportation and storage sector grew by 1.28% in 2025Q2, driven by rising demand for air cargo and increased passenger volumes across both land and air transport modes.

The financial and insurance sector increased by 1.13% in 2025Q2, following the 6.43% growth in the previous quarter.

Forecast for 2025

The U.S. tariff measures continue to disrupt global trade and economic activity. According to the International Monetary Fund (IMF), world trade volume is projected to grow by 2.6% in 2025, down from 3.5% in 2024. Weak aggregate demand and the recent appreciation of the New Taiwan dollar against the U.S. dollar have further pressured the exports of some traditional industries already hit by overcapacity. Fortunately, demand for AI and emerging technology applications has remained strong, and the DeepSeek’s low-cost AI model does not slow the need for AI data centers. In addition, the Trump administration rescinded some of Biden-era AI chips export curbs, accelerating the establishment of AI data centers. Moreover, the leading manufacturer in AI server has enhanced server rack cabinets designs to reduce assembly complexity and precision requirements, thereby improving delivery speed and boosting Taiwan’s exports of electronic components and information, communication, and audio-video products. Furthermore, many of the leading exporters of electronic components and AI server–related products are also planning to expand production capacity in the United States as part of their global deployment, which is expected to help mitigate the impact of semiconductor-related tariffs. In aggregate with services exports, real exports of goods and services will grow by 23.74% in 2025.

Real private consumption is projected to grow by 0.85%, tariff-related uncertainties have dampened stock market trading activities in the first half of the year, while consumer caution over automobile import tariffs has delayed automobile purchases, restraining the momentum of consumption growth.

Real private fixed capital formation is anticipated to increase by 9.89%. To meet the ongoing AI-driven demand, leading domestic semiconductor firms have been expanding their capacity in advanced process and packaging technologies, prompting supply chain vendors to ramp up their investments. The firms have also been scaling up their investments in R&D to strengthen their competitiveness. In addition, the establishment of R&D and data centers in Taiwan by several major international corporations, along with the government’s Ten Major AI Infrastructure Projects, will further support private investment momentum. However, a cooling housing market and the phase 2 offshore wind power investments coming to an end will temper part of the growth.

Combining the above components as well as the public sector, Taiwan’s real GDP is projected to grow by 4.45% in 2025, revised upward by 1.35 percentage points from the previous forecast.

The Consumer Price Index (CPI) will increase 1.76%, revised downward by 0.12 percentage point. Despite rising prices of fruits and vegetables caused by recent heavy rainfall, as well as sustained increases in the prices of food away from home, residential rents, and medical care services, the revision reflects easing inflationary pressures due to the declining oil prices and the appreciation of the New Taiwan dollar.

Outlook for 2026

With the effects of tariff measures taking hold and the impact of front-loading fading, the IMF projects global trade volume growth to slow further to 1.9% in 2026. Nevertheless, the long-term momentum in AI technologies and related applications is becoming increasingly entrenched, prompting major cloud service providers (CSPs), computing-capacity leasing firms, and several national governments to accelerate the build-out of AI infrastructure. This expansion is fueling strong and sustained demand for related hardware, which Taiwan’s manufacturing capacity expanded in recent years and highly competitive supply chains are well positioned to meet. These factors will help sustain growth momentum in exports and investment. Combining the contribution from other domestic sectors, real GDP will grow by 2.81% in 2026. The consumer price inflation will moderate to 1.64% as global commodity prices fall and prices in the service sector continue to stabilize.

The average total earnings was NT$59,936, because most companies paid the bonuses last month for the Dragon Boat Festival, decreased monthly by 8.72% and increased yearly by 1.98%. The median regular earnings was NT$39,647, decreased monthly by 0.01% and increased yearly by 2.40%.

ii.In June, the average regular earnings of all employees (including full-time and part-time employees with Taiwan nationality and foreigners) was NT$47,798, decreased monthly by 0.01% and increased yearly by 2.84%. The irregular earnings was NT$8,713. The average total earnings was NT$56,511, decreased monthly by 8.85% and increased yearly by 1.88%. The median regular earnings was NT$38,218, decreased monthly by 0.02% and increased yearly by 2.45%. 

iii.In June, the average regular earnings of part-time employees was NT$20,719, decreased monthly by 1.16% and increased yearly by 3.23%. The average total earnings was NT$21,345, decreased monthly by 3.10% and increased yearly by 2.00%. The median regular earnings was NT$15,556, decreased monthly by 2.29% and increased yearly by 0.06%.

iv.At the end of June, the total payroll employees were 8,500 thousand, increased monthly by 3 thousand (or 0.03%).

Total employment increased by 6,000(+0.05%) in June to 11,617,000; moreover, it increased by 29,000(+0.25%) when compared with that of the previous year.

The unemployment rate rose by 0.06 percentage points to 3.36 percent in June; the seasonally adjusted unemployment rate remained at 3.34 percent; the 4 weeks unemployment rate rose by 0.07 percentage points to 3.41 percent.  The number of unemployed persons was 404,000 in June, an increase of 8,000(+2.00%) but a decrease of 2,000(-0.62%) from the previous month and that of the previous year, respectively.

Labor force participation rate rose by 0.08 percentage points to 59.38 percent in June; moreover, it rose by 0.13 percentage points from that of the previous year.

The CPI in May 2025 decreased 0.27% from the preceding month, and increased 1.55% compared with the same month of 2024. The PPI fell 4.63% from the preceding month, and fell 4.30% compared with the same month of 2024. The IPI on USD basis rose 0.01% from the preceding month, and fell 2.60% compared with the same month of 2024. The EPI on USD basis rose 0.70% from the preceding month, and fell 0.69% compared with the same month of 2024.

May 28, 2025　 For the first quarter of 2025, Taiwan’s real gross domestic product (GDP) grew by 5.48% compared to the same period in the previous year, according to the latest preliminary estimate. Real GDP is projected to grow by 3.10% in 2025. Meanwhile, GDP growth rates have been revised to 3.82% and 4.84% for the fourth quarter and the whole year of 2024.

Preliminary Estimate of Real GDP in 2025Q1

        The real GDP increased by 7.25% on a quarter-on-quarter, seasonally-adjusted annualized basis (saar) and expanded by 5.48% on a year-on-year basis (yoy, all growth rates hereafter are on the same basis) in 2025Q1, 0.11 percentage point higher than the advance estimate.

        Meanwhile, the economic growth rates have been revised to 3.82% and 4.84% for the 2024Q4 and the whole year of 2024, respectively (formerly 2.90% and 4.59%).

        On the demand side, due to the strong demand for electronic information and communication products, real exports of goods and services grew by 20.29% in 2025Q1. Imports also grew by 24.43%.

        Real private final consumption expanded by 1.36%, mainly driven by expenditures on services such as dining, entertainment and outbound tourism.

        Regarding gross capital formation, investments in machinery equipment, construction and intellectual property products increased. Combining inventory changes, real gross capital formation expanded by 15.98%.

        On the production side, the manufacturing sector grew by 11.03% in 2025Q1, following the 6.61% increase in the previous quarter, mainly due to the output expansion of semiconductors, computers, electronics and optical products.

        The wholesale and retail trade sector increased by 3.32%, following the expansion of 2.75% in the previous quarter.

        The transportation and storage sector grew by 2.88% in 2025Q1, due to the growing demand for sea and air freight transportation.

        The financial and insurance sector increased by 6.37% in 2025Q1, following the 11.84% growth in the previous quarter.


Outlook for 2025

        Escalating trade protectionism and heightened policy uncertainty are dampening global economic momentum. In April, the International Monetary Fund (IMF) sharply revised down its 2025 world trade volume growth forecast to 1.7%, from 3.2% in January. While weaker overall demand is constraining exports in certain overcapacity industries, Taiwan’s semiconductor and ICT exports continue to benefit from strong demand driven by AI applications, rising computility needs, and infrastructure investments by cloud service providers and most national governments. Moreover, the bottlenecks in component supply and system integration for AI servers have been effectively resolved, supporting production and exports. Taken together, these factors are sustaining export growth. Notably, exports surged in 2025H1 as clients front-loaded purchases ahead of U.S. tariff measures, but a contraction is expected in 2025H2. In aggregate with services exports, real exports of goods and services will grow by 11.44% in 2025.

        Real private consumption will grow by 1.64%, supported by a stable labor market, steady wage growth, increased dividend payouts, and booming outbound tourism. However, rising global economic uncertainty and sharp financial market fluctuations could weaken consumer confidence, thereby constraining the momentum of consumption growth.

        Real private fixed capital formation is projected to increase by 5.77%. To meet AI-driven demand, semiconductor firms have been expanding their capacity in advanced processes and packaging technologies, while ramping up investments in R&D. Nevertheless, a slowdown in the housing market, coupled with geopolitical and trade uncertainties, is likely to temper overall investment momentum.

        Combining the above components as well as the public sector, Taiwan’s real GDP is projected to grow by 3.10% in 2025, revised downward by 0.04 percentage point. It is expected to grow by 5.35% in 2025H1 and 1.00% in 2025H2.

        The Consumer Price Index (CPI) will increase 1.88%, revised downward by 0.06 percentage point. Although food prices and rents continue to rise, the revision reflects declines in oil and raw material prices, as well as the appreciation of the New Taiwan dollar against the U.S. dollar, all of which have helped moderate overall inflation.

Total employment decreased by 5,000(-0.05%) in April to 11,605,000; however, it increased by 26,000(+0.23%) when compared with that of the previous year.

The unemployment rate declined by 0.03 percentage points to 3.32 percent in April; the seasonally adjusted unemployment rate remained at 3.36 percent; the 4 weeks unemployment rate declined by 0.05 percentage points to 3.36 percent.   The number of unemployed persons was 399,000 in April, a decrease of 4,000(-0.99%) and 4,000(-1.04%) from the previous month and that of the previous year, respectively.

Labor force participation rate declined by 0.04 percentage points to 59.27 percent in April; however, it rose by 0.06 percentage points from that of the previous year.

NOTE: 4 weeks unemployment rate was compiled by the ILO definition of looking for a job in the past 4 weeks including the reference week.

i.In March, the average regular earnings of full-time employees with Taiwan nationality was NT$50,179, increased monthly by 0.34% and increased yearly by 3.35%. The irregular earnings was NT$8,244. The average total earnings was NT$58,423, decreased monthly by 4.84% and increased yearly by 3.21%. The median regular earnings was NT$39,611, decreased monthly by 0.18% and increased yearly by 3.04%.

ii.In March, the average regular earnings of all employees (including full-time and part-time employees with Taiwan nationality and foreigners) was NT$47,525, increased monthly by 0.46% and increased yearly by 3.15%. The irregular earnings was NT$7,598. The average total earnings was NT$55,123, decreased monthly by 5.05% and increased yearly by 3.09%. The median regular earnings was NT$38,111, increased monthly by 0.28% and increased yearly by 3.03%. 

iii.In March, the average regular earnings of part-time employees was NT$20,689, increased monthly by 3.96% and increased yearly by 1.98%. The average total earnings was NT$21,309, increased monthly by 0.84% and increased yearly by 2.46%. The median regular earnings was NT$15,433, increased monthly by 1.73% and decreased yearly by 0.57%.

iv.At the end of March, the total payroll employees were 8,489 thousand, increased monthly by 5 thousand (or 0.05%).

The irregular earnings was NT$11,537. The average total earnings was NT$61,536, because most companies paid the year-end bonuses last month for the upcoming Lunar New Year (last year was in Feb.), decreased monthly by 47.96% and decreased yearly by 29.05%. The median regular earnings was NT$39,653, decreased monthly by 0.57% and increased yearly by 3.23%.

    ii.In February, the average regular earnings of all employees (including full-time and part-time employees with Taiwan nationality and foreigners) was NT$47,296, decreased monthly by 0.31% and increased yearly by 3.02%. The irregular earnings was NT$10,886. The average total earnings was NT$58,182, decreased monthly by 47.45% and decreased yearly by 28.74%. The median regular earnings was NT$37,986, decreased monthly by 0.40% and increased yearly by 2.89%. 

    iii.In February, the average regular earnings of part-time employees was NT$19,828, decreased monthly by 1.98% and increased yearly by 1.64%. The average total earnings was NT$21,046, decreased monthly by 13.69% and decreased yearly by 5.80%. The median regular earnings was NT$15,010, decreased monthly by 5.23% and decreased yearly by 5.61%.

    iv.At the end of February, the total payroll employees were 8,484 thousand, decreased monthly by 16 thousand (or 0.18%).

    Total employment decreased by 3,000(-0.02%) in February to 11,616,000; however, it increased by 44,000(+0.38%) when compared with that of the previous year.

    The unemployment rate ate rose by 0.04 percentage points to 3.34 percent in February; however, the seasonally adjusted unemployment rate declined by 0.02 percentage points to 3.35 percent.  The 4 weeks unemployment rate rose by 0.07 percentage points to 3.39 percent.  The number of unemployed persons was 402,000 in February, an increase of 6,000(+1.39%) but a decrease of 4,000(-1.06%) from the previous month and that of the previous year, respectively.

    Labor force participation rate rose by 0.02 percentage points to 59.33 percent in February; furthermore, it also rose by 0.12 percentage points from that of the previous year.

    ii.In January, the average regular earnings of all employees (including full-time and part-time employees with Taiwan nationality and foreigners) was NT$47,458, increased monthly by 1.05% and increased yearly by 2.91%. The irregular earnings was NT$66,388. The average total earnings was NT$113,846, increased yearly by 38.18%. The median regular earnings was NT$38,142, increased monthly by 1.18% and increased yearly by 2.98%. 

    iii.In January, the average regular earnings of part-time employees was NT$20,059, decreased monthly by 0.98% and decreased yearly by 3.08%. The average total earnings was NT$23,883, increased yearly by 5.01%. The median regular earnings was NT$15,694, increased monthly by 1.90% and decreased yearly by 2.26%.

    iv.At the end of January, the total payroll employees were 8,500 thousand, decreased monthly by 5 thousand (or 0.06%).

    February 26, 2025　 In 2024Q4, Taiwan’s real gross domestic product (GDP) grew by 2.90% from the same quarter of the previous year according to the latest preliminary estimate. For the whole 2024, the economic growth rate was 4.59%. Meanwhile, the real GDP is projected to grow by 3.14% in 2025.


    Preliminary Estimate of Real GDP in 2024Q4 and 2024

            The real GDP increased by 6.64% on a quarter-on-quarter, seasonally-adjusted annualized basis (saar) in 2024Q4, and expanded by 2.90% on a year-on-year basis (yoy, all growth rates hereafter are on the same basis), 1.06 percentage points higher than the advance estimate.

            Meanwhile, the economic growth rate of 2024Q3 has been revised to 4.21% (formerly 4.17%). For the whole 2024, real GDP grew by 4.59%.

            On the demand side, real private final consumption grew by 2.49% in 2024Q4, mainly driven by expenditures such as domestic shopping and services, outbound tourism, and higher securities and funds transaction fees due to robust financial market.

            Due to the sustained momentum in artificial intelligence (AI) and the strong demand for information and communication products, real exports of goods and services grew by 8.90%. Imports also grew by 18.31%.

            Regarding gross capital formation, investments in machinery equipment, construction and intellectual property products increased. Combining inventory changes, real gross capital formation expanded by 19.20%.

            On the production side, the manufacturing sector grew by 6.36% in 2024Q4, mainly due to the output expansion of semiconductor and computers, electronic & optical products.

            The wholesale and retail trade sector increased by 2.74%, after the expansion of 4.56% in the previous quarter.

            The transportation and storage sector grew by 0.40% in 2024Q4, due to the flattening number of passengers taking land and air transport.

            The financial and insurance sector increased by 11.86% in 2024Q4, following the 11.81% growth in the previous quarter.


    Outlook for 2025

            Despite successive U.S. tariff measures, ongoing negotiations may lead to a postponement or a reduction in scope, with the global economic impact currently assessed as limited. As a result, the growth of global economy is expected to remain stable in 2025. According to the International Monetary Fund (IMF), the world trade volume is projected to grow by 3.2% in 2025, slightly lower than 3.4% in 2024. However, the rapid expansion of AI technology and applications keeps demand for computing power strong. Coupled with our robust and competitive domestic supply chains, this is expected to sustain the momentum of Taiwan’s exports. In aggregate with services exports, real exports of goods and services will grow by 7.61% in 2025.

            Real private consumption will grow by 2.12%, supported by the steady real wage hikes and booming outbound travel.

            Real private fixed capital formation is projected to increase by 6.18%. To meet AI-driven demand, semiconductor companies are continuously expanding advanced process and packaging capacity. Meanwhile, transportation companies' fleet expansion will further contribute to Taiwan’s investment growth. These are both helpful to offset the impact of geopolitical and trade uncertainties.

            Combining the above components as well as the public sector, Taiwan’s real GDP is projected to grow by 3.14% in 2025, revised downward by 0.15 percentage point due to the stronger-than-expected economic performance in 2024, which has raised the comparative base.

            Consumer price Index (CPI) will increase 1.94%, slightly upward by 0.01 percentage point, mainly driven by rising wages and sustained price increases in food away from home, residential rents, and medical care services.
